We are very disappointed that we fell short of the votes needed to pass this levy; however, we do understand these uncertain times are challenging for everyone.
We have heard many encouraging words of support and recognition of the importance of Morrow DD services. We know our community cares about people with developmental disabilities. We realize we have more work to do to achieve full understanding of how county boards are funded and the challenges that exist when a county board has only one levy that does not stay current with market values.
With the loss of two 5-year levies 20 years ago, Morrow County does not have renewable levies and can only ask for an increase or a new levy to restore the lost funding.
The lost millage from those two levies left Morrow County well below the average millage for similar counties. These funds are necessary to address the personal needs of people with developmental disabilities, not just to fund optional programs or services. Since the failure of those two tax levies, we must make difficult decisions as we face the reality that we cannot offer supports to everyone in need.
We have reached the limit of our funding and without additional levy funding, we will continue to face difficult choices of who gets services and who must face further delays.
Our Board and leadership staff will evaluate the levy results and determine our next steps. We welcome input from our community. We encourage people with developmental disabilities and their loved ones to not lose hope; we will strengthen our efforts but we really need the strength of our community to help us.
