In the spring of 2016, Morrow County Health District (MCHD) received grant funding in the amount of $300,000 from the Ohio Environmental Protection Agency (OEPA), to assist homeowners in need of mandatory sewage treatment system updates. Working with local installers and contractors, MCHD expended the grant funds to assist a total of forty six (46) households, representing ninety eight (98) Morrow County residents.

The HSTS program is structured so that households earning up to 100 percent of the federal poverty guidelines will be eligible for 100 percent of the cost for repairing/replacing their treatment system; households earning between 100 percent and 200 percent of the federal poverty guidelines are eligible for 85 percent of the cost for repairing/replacing their treatment system; and households that earn between 200 percent and 300 percent of the federal poverty guidelines are eligible for 50 percent of the cost for repairing/alteration their treatment system.

To meet the minimum eligibility guidelines for assistance, you must A) Be a Morrow County resident; B) Show proof that your household income falls between 100 percent and 300 percent of the federal poverty guidelines (assistance will be given with this measurement); and C) You both own and occupy the residence (a land contract is acceptable if it has been recorded).

Due to the large amount of program applications received, and pending future funding approval, MCHD has determined anyone eligible who did not receive grant funds in 2016 will be placed at the top of the list for consideration in 2017. Potential, or new, grant awards will be announced in the spring.
