With the resignation of Commission Chairperson Jennifer Williams, Vice Chairman Lynn Shinaberry volunteered at the Regional Planning Commission’s May 28 meeting to fill the Chair position until next spring’s election.

Shinaberry was unanimously elected by the commission. With his election as Chairperson, that left the Vice Chair position open. Bob Thomas was elected to fill the Vice Chair position.

With the resignation of both Williams and Bill Kreeger, it left two vacancies on the Executive Committee. John Yust was elected to fill one of the positions and it was suggested that Bob Goheen be asked if he would be willing to fill the other. Goheen was not present, so they will vote on his appointment at the next meeting if he agrees to it.

Bill Kreeger’s resignation also left vacancies on the Variance Committee and the Subdivision Review Committee. Roger Smith was elected to fill the Variance Committee seat and Billy Pangborn was elected to fill the Subdivision Review Committee seat.


Mt. Gilead Village Administrator Dan Rogers expressed his frustration with the way the property at 212 West High Street was handled. He explained that the land was sold by the county auditor for $1000 at an Auditor’s sale.

“We lost $3500!” said Rogers. “That house set for ten years empty, and we (Village of Mt. Gilead) took care of it. You guys came in and tore it down. When they foreclosed on it, they placed an ungodly amount of money on it and it wouldn’t sell. It was torn down and now there is a vacant lot sitting there. Then she (the auditor) sells it two weeks later. Two weeks, for $1000! Something doesn’t smell right. If I sound upset it is because I am, and it is probably going to happen again because the prosecutors office isn’t doing its job. It is time somebody told them to do their job because it is hurting the village. I don’t have the manpower to keep mowing these vacant properties then have the Auditor sell them for $1000 two weeks after it goes to foreclosure. If they had foreclosed on it after a few years, the house may have still been worth something.”

Pat Davies clarified that it took ten years to get to this point to where this program (Moving Ohio Forward) - which just came about in the past year - could be implemented.

“She (the auditor) sold a ton of stuff to just a few people that was there,” Rogers stated. Davies stated that she does not have the details and Rogers would have to ask the current auditor.


Updates from members included working on paperwork to get the old store in Steam Corners torn down as well as many of the townships reporting they have accepted bids for chip and seal of the township roads.

Bob Thomas reported that in Franklin Township they have had two eyesores torn down through the Moving Ohio Forward Grant and there are a few others that they hope to get torn down.

Bill Creswell shared that Washington Township has a situation with North Bloomfield that has worked out well. There is a drainage issue, he noted, and the water is coming from North Bloomfield but is dumping in a man’s field in Washington Twp. Creswell reported that the two townships have shared the expense and, “It is working the way it is supposed to,” he said.

Dave Gentile reported that there have been nine lot splits this month for a total of 19 so far for the year. He noted that the expenses for the month were $1773.32 with income being $2316. 79.

Gentile shared that the county was granted an extension for the Moving Ohio Forward Grant through September and he asked members to let him know soon if they have any properties they wish to have torn down under this program so that he can get the paperwork done.

The next Regional Planning Commission meeting is June 25, 2014 at 7 pm.
