Cardington Village Council, meeting in regular session June 6, approved emergency legislation authorizing the Village Administrator, Danny Wood, to enter into a contract for the repair of the North Fourth Street water line.

Wood explained the Fourth Street area has experienced multiple water line breaks in recent years, affecting the potable water usage by not only the village residents in that area but also the 1,000 employees of Cardington Yutaka Technologies, which operates on three shifts. The most recent break occurred the week of May 30 and affected up to 20 residents and the CYT employees.

Preliminary estimates set the repair costs for the replacement of approximately 570 feet of the North Fourth Street water line and valves etc. and associated work including potential cost overruns and contingencies at an amount that should not exceed $85,000.

It was noted that ORC Section 735.051 allows council for the village to authorize work to be done in the case of a real and present emergency without formal bidding and advertising.

In other matters, council approved a first reading of an ordinance establishing compensation for the village employees.

Also approved was the first reading of an ordinance establishing a 2 percent increase in compensation for village employees.

Vote on both issues was unanimous.

Among the reports given was that of Police Chief James Wallace, who said the department’s calls for service in May totaled 125, up from 113 last May. He said the department participated in the ‘Click it or Ticket’ campaign, which ended June 6.

He thanked all who participated in the Memorial Day parade and helped with traffic control and gave a special thank you to the Morrow County Sheriff’s Office for the deputies they provided.

Fiscal officer Deb Fry explained several of the bills to be paid including $191,644.14 to the Cardington-Lincoln Schools representing the annual TIF payment (50 percent of CYT income tax withholdings). Council approved a total of $222,420.56 in payment of bills.

Mayor Susie Peyton said there were 39 units in the Memorial Day parade and she thanked all those, including the American Legion Post 97 and Friends of Cardington, for the work they did in making it a success. During a brief council meeting held June 1, 2016, members accepted the mayor’s recommendation and confirmed David R Winkler to the position of full time police officer for the village.

They also accepted and confirmed Mayor Peyton’s recommendation of Walter W. Pollock to the position of wastewater operator for the village.
